Westerville City Council is scheduled to take action on Tuesday, Jan. 20, 2026, on a revised development plan for a large, previously approved project at the southeast corner of Polaris Parkway and Worthington Road. The amendment would reshape a planned district concept that has been on the books for years but remains largely undeveloped.

The latest proposal outlines a 37-acre mixed-use development that would add retail, office and restaurant space near a rapidly growing corridor that already includes major shopping and dining destinations along Polaris Parkway.

What the new plan proposes

Plans submitted for the site call for 13 buildings, led by a grocery store intended for Aldi. The concept also includes multiple office buildings and several smaller commercial structures, with one building labeled for a food-court or brewery use. The proposal represents a redesign of earlier, city-approved plans, changing the site layout while keeping the overall mixed-use framework.

Developer and site history

The property is controlled by NP Limited Partnership, a Columbus-area developer that has owned the site since 2006. The new request is framed as an update to prior approvals, reflecting market shifts and changes to how the development could be phased and accessed.

The location is part of land historically associated with the former Zumstein Farm holdings, an area that has been gradually converted from agricultural use into a commercial corridor.

Key issues: traffic, access and timing

The vote comes as Polaris Parkway continues to absorb growth from both Westerville and adjacent areas, putting renewed attention on traffic operations, turning movements and site access. Council action on a preliminary development plan can determine whether the revised layout is acceptable before more detailed engineering and permitting proceed.

City votes on preliminary plans typically focus on land use, site design, circulation and compatibility with planned district standards, with later approvals addressing construction-level details.
